Add Signin_Signin_Succeed metric on iOS

Issue description

The Signin_Signin_Succeed metric hasn't been added during the signin metrics revamp on iOS (see Issue 612908).

Eli: It wasn't in the original bug, so can you confirm when we're supposed to log it? As far as I understood, we log this when the user taps on "OK, Got It" or the "Settings" links on the signin confirmation screen, correct?

Yes, it should be recorded when the user clicks "OK, GOT IT" or the "Settings" link (i.e. when the sign in is completed).

+Ganggui, can you confirm that's when we're recording it on Android as well?
By definition, we should record it when sign in succeed but not a specific user operation, so we record it when sign in succeed in SigninManager. We have Signin_Signin_WithAdvancedSyncSettings and Signin_Signin_WithDefaultSyncSettings user actions for different choices.

Right?

If we don't have Signin_Signin_WithAdvnacedSyncSettings and Signin_Signin_WithDefaultSyncSettings, we should add those on iOS as well.
