Steps:
1. Launch Chrome and navigate to chrome://md-settings.
2. Check on 'Show home button' check-box, press tab key and observe.

Actual: Focus is missing after Show home button on pressing tab key i.e after show home button focus disappears and appears back at New tab page radio button on second hit of tab key.

Expected: Focus should appear at 'New tab page' radio button after Show home button on pressing tab key.

This is regression issue broken in ‘M 54’, below is bisect info:
