In chrome://downloads, text does not get selected by Cmd+A on second instance.

Issue description

Version: 55.0.2861.0 9cedf75377d817c6b32a01f1d30fbe10663b8bb8-refs/heads/master@{#418732} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://downloads and click anywhere on the page.
2) Now select ‘Cmd+A’ (‘Nothing to see here…’ text gets selected) and click anywhere on the page.
3) Now again press Cmd+A and observe.

On pressing Cmd+A the second time, ‘Nothing to see here…’ text does not get selected.

On pressing Cmd+A ‘Nothing to see here…’ text should get selected.

This is a Non-Regression issue seen from M-46 (Chrome version: 46.0.2488.0)

Note: Prior to build no: 46.0.2488.0, ‘Nothing to see here…’ message was not seen.
