What steps will reproduce the problem?
1. just open up this bug report page https://bugs.chromium.org/p/chromium/issues/entry

2. press F12 to open dev tool, click the device button (second button from left) to activate the device toolbar, where you can test the responsiveness.
3.click the select box on the page, for example 'Template'


What is the expected result?
the options drop down should be displayed correctly.

What happens instead of that?
options in the select cannot be displayed, instead, a black block will show up far away from the select.
