Regression : Background content blinks after the mouse cursor is hover upon first 'zoom level entry in chrome://settings.

Issue descriptionVersion: 55.0.2861.0 9cedf75377d817c6b32a01f1d30fbe10663b8bb8-refs/heads/master@{#418732} (64-bit) OS: Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://settings/contentExceptions#zoomlevels 2. Click press 'Cmd'++ keys from keyboard to zoom in the page to 175 % and hover the mouse over the first 'zoom level entry,observe the background Actual: Background content blinks after the mouse cursor is hover upon first 'zoom level entry. Expected: Background content should not blink after the mouse cursor is hover upon first 'zoom level entry. With response to comment #1 : Rechecked the above issue on Mac OS X(10.10.5, 10.11.4) with latest canary chrome version 55.0.2864.0 and the issue is not reproducible.
