Regression : Background content blinks after the mouse cursor is hover upon first 'zoom level entry in chrome://settings.

Issue description

Version: 55.0.2861.0 9cedf75377d817c6b32a01f1d30fbe10663b8bb8-refs/heads/master@{#418732} (64-bit)
OS: Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/contentExceptions#zoomlevels
2. Click press 'Cmd'++ keys from keyboard to zoom in the page to 175 % and hover the mouse over the first 'zoom level entry,observe the background

Actual: Background content blinks after the mouse cursor is hover upon first 'zoom level entry.
Expected: Background content should not blink after the mouse cursor is hover upon first 'zoom level entry.

This is regression issue, broken in ‘M 55’ and below is manual regression and narrow bisect info:
Good build : 55.0.2857.0
Bad build : 55.0.2858.0

Suspecting: r417858 from Narrow bisect

@flackr : Could you please help to reassign if your change is not the cause for this change.

Note : Issue is not seen on Linux and Windows OS.

I'm unable to reproduce the issue on either the latest tip of tree build or even on a build of 55.0.2858.0. Can you still reproduce this? Do you have any custom flags set?

With response to comment #1 :
Rechecked the above issue on Mac OS X(10.10.5, 10.11.4) with latest canary chrome version 55.0.2864.0 and the issue is not reproducible.
