Regression: Weird overlapping of info bar on ominibox is seen after changing any permission in origin info bubble.

Issue description

Chrome Version: 55.0.2860.0 d19c087b9bfdf76a8af91e2f0a0e791bf2ffcafa-refs/heads/master@{#418438} (64-bit)
OS: Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to https://chrome.google.com/webstore?hl=en
2. Click on origin info bubble, change any permission so that Reload info bar appears and observe.

Actual: Weird overlapping of info bar is seen on ominibox is seen after changing any permission in origin info bubble.

Expected:No such overlapping should be seen after changing any permission in origin info bubble.

This is regression issue broken in M-55, will soon update the bisect info
