Regression:Grey highlight of country drop down list is not visible for second instance.

Issue description

Chrome Version:55.0.2860.0 d19c087b9bfdf76a8af91e2f0a0e791bf2ffcafa-refs/heads/master@{#418438} (32/64-bit) 
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and click on avatar icon,click on 'sign into chrome' button 
(2)Click on 'next' button ,click on 'need help finding...' link button and click on 'country' IN drop down button,observe
(3)Click on Back button ,again click on next and need help finding...' link button and click on 'country' IN drop down button,observe.

Actual:Grey highlight of country drop down list is not visible for second instance.

Expected:Grey highlight of country drop down list should be visible.


This is a regression issue broken in 'M55' and will soon update other info.

Still able to repro this issue on Latest Canary Version - 55.0.2874.0 

Tested on Windows 7

Rechecked again and above issue is not reproducible on latest canary version i.e 55.0.2880.4 (Official Build)
Status: WontFix (was: Available)
