Regression : Scroll bar doesn't appear for long text in chrome://md-settings/autofill.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/autofill
2. Click on 'Add address' and enter any long text in 'Name' field and observe

Actual: Scroll bar doesn't appear for long text
Expected: Scroll bar should appear for long text

This is regression issue, broken in ‘M 54’ and below is manual regression and narrow bisect info:
Good build : 54.0.2808.0
Bad build : 54.0.2809.0

Not me :) That CL only changed resource loading, not visual display. Handing the hot potato to hcarmona@, who actually worked on address editing in https://codereview.chromium.org/2170713002 (in the above range)
