With empty desktop a single Alt+Tab should switch to MRU window (and not the second MRU window as now)

Issue description

Version: 54.0.2840.24
OS: Chrome OS

What steps will reproduce the problem?
(1) Open 2 windows (A, and B)
(2) Minimize A then B (empty desktop)
(3) Press Alt+Tab

What is the expected output?
Windows are shown in order B, A. Selector is on B

What do you see instead?
Windows are shown in correct order (B, A) but the selector is on A.

What should happen here is my unsubstantiated guess. I feel that this should be handled as a switch from "empty desktop" to the MRU window.
ubuntu - behaves as in "instead" steps above (bad IMO).
Windows 10 - supports this properly (IMO) as in "expected" above and shows selector in the leftmost position.

Fixing this would allow a single Alt+Tab to restore the MRU window in case all windows are minimized.

Can UI reviewers chime on this?

Ah, interesting edge case since the empty desktop could be seen as the "current window" and N-1 could be the last focused window. I agree with the expected behavior that's described.
