On hidpi screens, fixed background attachments scroll

What steps will reproduce the problem?
(1) Visit http://output.jsbin.com/zuxeyu
(If on a lo-dpi screen, use --enable-prefer-compositing-to-lcd-text)
(2) Scroll the outer scroller
(3) Notice the stars background scrolls, but it should remain static.

Other browsers, the spec, and mdn say we are being bad:

FF: OK
Safari: OK
Lowdpi Chromium: OK

Whatever the solution it will be the same for HiDPI and Android so we should just have a single bug tracking this.
