autofill_controller.js and suggestion_controller.js do not allow turning on --jscomp_error=checkTypes

App Version (from "Chrome Settings > About Chrome"): ToT

Steps to reproduce: 
1. Open ios/web/js_compile.gni
2. Add "--jscomp_error=checkTypes" to js_compile_checked target args
3. Build Chrome for iOS

Observed behavior: 
Build fails with many errors reported against autofill_controller.js and suggestion_controller.js

Most errors are related to annotations.
