SPEECH ONLY SELECTED TEXT

Issue description

Chromium Version       : <Copy from: 53.0.2785.113>
URLs (if applicable) :anyone
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     chrome:OK
  
What steps will reproduce the problem?
(1)SELECT A TEXT
(2)STER SPEECH
(3)AND IT START SPEECH OF WHOLE WEBPAGE, NOT JUST THE SELECTED TEXT

What is the expected result?
SHOULD SPEECH ONLY SELECTED TEXT

What happens instead?

Unable to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04  using chrome reported version #53.0.2785.113, chrome stable #53.0.2785.116 and latest canary #55.0.2860.0.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to url https://en.wikipedia.org/wiki/Main_Page
2. Selected a text for eg. training and right clicked to start speech.
3. It spoke the selected text only as expected.

jarnosv@ - Could you please check this issue on chrome stable #53.0.2785.116 by creating a new profile and please let us know if the issue still persist or not.

i tryed as you asked me on a stable google chrome version, and it works
with keyboard shortcut and also clicking directly on edit menu/speech, or
clicking left button on mouse and then speech.

on chromium version, dont work keyboard shortcut way; the other 2 ways are
working properly

Tested this issue on Win-10, Ubuntu 14.04 and Mac 10.12.2 using chromium version #57.0.2966.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to url https://en.wikipedia.org/wiki/Main_Page
2. Added "Select and Speak" extension to chrome.
2. Selected a text for eg. magazine and right clicked to start speech.
3. It spoke the selected text only as expected.

I tried on a 55.0.2883.95 chromium version and it works properly.
