chrome://offline-internals doesn't show any pages

Issue description

What steps will reproduce the problem?
(1) Download some pages
(2) Load offline-internals

See nothing!

Oops, my comment never got posted for some reason

I was not able to reproduce this on my own phone, but I have not tried with the download namespace.

Justin, can you open the inspector and see if there are any error messages?  If not, then it could be that the downloaded items are not stored in the offline store or downloaded pages are automatically filtered out of the GetAllPagesWithExpired call that the internals page uses to fetch pages.
I was unable to use the devtools inspect dialog :(

The pages were there since I could navigate to them.
