Downloading a page messes up the favicon

Project Member Reported by dewittj@chromium.org, Sep 14 2016

Issue description

Tip of tree build @
 commit a8c1923797f3ecac93219dadeeb6526ee3d923fd
 Date: Wed Sep 14 11:44:06 2016 -0700

What steps will reproduce the problem?
(1) Navigate to a site (www.cnet.com)
(2) While the page is loading, click the download button multiple (3-4) times
(3) Wait for the page to load

After the page loads, the favicon switches from the right icon to a spinner, looks flickery.

I suspect the prerenderer is invalidating/reloading the favicon and the favicon service is updating things in the UI when that happens.

petewil@, could you take a look to understand and possibly re-triage?

Looks like this happens on tablets, not phones (The phone doesn't have a tab strip to show the FavIcon in).

Loading the CNet page even without making an offline copy the favicon flickers back and forth between the CNet icon and a spinner, so this may just be the way the page loads.

I see similar behavior for ESPN.

I also see similar behavior on desktop chrome - I think it is safe to say it is not related to downloading an offline page.
