Fling down causes scroll bar to do strange things

Issue description

Google Chrome	55.0.2860.0 (Official Build) canary (64-bit)
Revision	d19c087b9bfdf76a8af91e2f0a0e791bf2ffcafa-refs/heads/master@{#418438}
OS	Mac OS X 

What steps will reproduce the problem?
(1) Load the test case.
(2) Fling down or up.
(3) Woah...

The scrollbar appears with a little thumb that then flies downward. Scrolling up or down causes the scrollbar to appear and do weird things. This is true in both the horizontal and vertical directions.

Hovering the page also makes the scrollbar appear and disappear in a confusing way.

Note just moving your mouse in and out of the window bounds makes the scrollbars appear and disappear too.

skobes@ rightly points out that the text-indent: -9999em; makes the box have a huge overflow on the left side. As it rotates it creates a giant scroll distance when it's angled away from the origin. Since we only recompute scrollbars on input events you only notice this when you hover the page or try to scroll it.

Definitely confusing, but overflow: hidden fixes it.
