Remove sessions_helper namespace

There are far too many sync namespaces. chrome/browser/sync/test/integration/sessions_helper.* doesn't need their own private namespace making things any more confusing than they already are.

Hmm, I don't quite understand why I created this. I thought this was about sync_integration_test_util, which I have removed, see https://codereview.chromium.org/2379433002/ . Resolving as wont fix.
