MD Settings: Search engines popup menu broken.

Bisection revealed r412896 as the culprit.

Perhaps other popup menus are broken the same way (see attachment). Also seems that this is a 2nd regression caused by the same change (see also https://bugs.chromium.org/p/chromium/issues/detail?id=645444)

@stevenjb: Any help is appreciated. I am trying to figure out what the original CL was attempting to do, and how it caused this issue.

There's another issue tracking this. It's a problem with iron-list and z buffer. I'm swamped right now but I'll triage this soon.
