Unable to use touch screen in unified desktop mode

Issue description

Version: ALL
OS: Chrome OS

What steps will reproduce the problem?
(1)  Connect two monitors to a Chrome device, one must be a touchscreen
(2)  Verify that touch input works with expanded desktop
(3)  Enable unified desktop mode
(4)  Touch no longer works

What is the expected output? What do you see instead?

We expect to be able to use touch when unified desktop is enabled.  Once unified desktop is enabled we lose touch input.

Use case: Customer has a kiosk with two monitors, 1080p landscape, stacked 2 high in 1 column.  The lower monitor is a touchscreen and is used to navigate content.  Unified desktop is needed to merge the monitors into one large canvas for content display purposes.

 Issue #589989  may be related.
