[LINK/Banon] Not able to go to VT2 screen in Dev mode

Version: 54.0.2840.15 /8743.23.0

What steps will reproduce the problem?
(1) recover the DUT with the BUILD in dev mode
(2) log on the DUT
(3) try to go into VT2 screen using ctrl_alt+F2

What is the expected output?
DUT goes into the VT2 screen.

What do you see instead?
DUT does not go to the VT2 screen but cros shell work fine.
