[crosperf] Minor bugs in Android bisection tool.

Issue description

There are several minor bugs in the Android bisection tool:

1).  Setting all the cached files to 0444 permissions, causes permission access problems during the bisection.

2). adb fails to reboot bootloader; command has misplaced hyphen.

3). output message is missing 'echo' in shell script.

4. Also, a couple of environment variable definitions were missing,.
