Steps to reproduce the problem:
1. enable chrome://flags/   enable-devtools-experiments
2. restart chrome
3. Can't find "Experiments" anywhere in menus or Dev Tools.

What is the expected behavior?
Find the "Experiments" functionality; specifically the sub item: "FileSystem inspection".

What went wrong?
The Flag does not appear to have modified the Chrome functionality.
