new tabs inherit zoom of current tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2859.0 Safari/537.36

Steps to reproduce the problem:
1. Go to any web site.
2. Increase the zoom level.
3. Type ctrl-N (or ctrl-shift-N, or ctrl-T) to create a new tab.

What is the expected behavior?
New tab appears with no zoom.

What went wrong?
New tab has zoom of previous tab I was on.

Did this work before? Yes Yesterday

Chrome version: 55.0.2859.0  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

This has stopped happening, so apparently it only happens under certain conditions.
