unable to tell which tab is focused in incognito

Reported by netmosf...@gmail.com, Sep 14 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.113 Safari/537.36

Steps to reproduce the problem:
i'm using windows 7, and unless i set mswindows to have a fluo pink windows' frame, any color i set has just not enough difference between focus and blurred

What is the expected behavior?

What went wrong?
the difference in color/transparency between the focused tab and the unfocused ones is too little

please fix asap because this is utter annoying. thank you very much

Did this work before? N/A

Chrome version: 53.0.2785.113 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Actually, I'd suggest to revert to the white, clean UI. It's not that I'm doing illegal stuff that I need the ui to look shadowy. It's just plain stupid frankly.
