What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://help.
2. Click on ‘Report an issue’ button continuously 3-4 times and observe the feedback overlay.

Actual : Blink of ‘sad face’ is seen on ‘Feedback’ overlay on continuously clicking ‘Report an issue’ button.
Expected : No such blink of ‘sad face’ should be seen on ‘Feedback’ overlay.

This is a regression issue broken in ‘M-52’, below is the Manual Regression and Narrow Bisect info. 
Good build : 52.0.2723.0
Bad build : 52.0.2724.0
