Regression: In chrome://downloads, unnecessary grey highlight is seen for ‘Open downloads folder’ under menu icon.

Version: 55.0.2860.0 d19c087b9bfdf76a8af91e2f0a0e791bf2ffcafa-refs/heads/master@{#418438} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://downloads.
2) Click on iron-icon on right side and observe.

Grey highlight is seen on ‘Open downloads folder’ option.

Grey highlight should not be seen on ‘Open downloads folder’ option.

This is a Regression issue broken in M-55, below is the bisect info

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
