Regression : Arrow pointer is seen instead of Handpointer at 'Accessibility' in OOBE Screen

Version : 55.0.2858.0
Platform: 8799.0.0 
Devices : Daisy,Peppy and Gnawty
OS      : Chrome OS

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen  hover the mouse at "Accessibility" and observe Arrow pointer (Please refer Screenshot)

Expected: Hand pointer should be seen on hovering the Mouse at 'Accessibility'
Actual: Instead Arrow pointer is seen 

This is a Regression issue as same is working fine in 52.0.2743.85/8350.60.0  stable-channel Daisy

Issue not applicable to Linux and windows

@alemate :  Please confirm the issue

Note : Same Issue is seen for 'Language' i.e. Arrow pointer is seen instead of Handpointer

Reproducible on 55.0.2858.0/8799.0.0 dev channel Daisy.
