Precondition: Make sure to have some history entries
What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://history>>Open devtools, emulate and click on reload icon.
(2)Double click any where in the page so that it gets zoomed>>Now try dragging the page to L.H.S/R.H.S and Observe page scrolling(Please refer video)
Expected: Should be able to scroll page by dragging it to LHS/RHS.
Actual: Instead unable to scroll the page.
This is Regression issue broken in M-55.
