Linux gtk3 tabs reverted to blue colours

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2859.0 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome on Linux
2. Observe the background colour of the tab bar

What is the expected behavior?
It should attempt to inherit colours from the system gtk theme.

What went wrong?
The background of the tab bar is the default blue colour, rather than inheriting the gtk theme colours (grey in the case of Adwaita).

This worked correctly in the previous version (54) on the dev channel.

Did this work before? Yes 54-dev

Chrome version: 55.0.2859.0  Channel: dev
OS Version: 4.7.2-1-ARCH
Flash Version: Shockwave Flash 23.0 r0

I dunno, gtk2 theming still works for me. If this is just a gtk3 breakage then it is probably due to https://codereview.chromium.org/2290053002/
