Recovery installation via USB is failing with an unexpected error message.

Version: 55.0.2858.0/8799.0.0 dev-channel Daisy, Peppy, Gnawty

What steps will reproduce the problem?
(1) Try to recover the build 55.0.2858.0/8799.0.0 via USB

Expected: Should be able to recover the build.
Actual: Unable to recover the build and an error message "Unexpected error has occurred" is seen

This is a Regression issue as recovery is successful in  55.0.2857.0/8793.0.0 dev-channel spring

Recovery is successful with the build M55: 55.0.2858.0/8799.0.0 dev-channel Daisy, Peppy, Gnawty on Re-installation, hence closing the issue
