Files app: Integrate user metrics from UMA and Analytics. |

Issue descriptionFiles app stores user metrics into two places: UMA and Analytics. We recently started using Analytics. Analytics is good to analyze the metrics, but it is sometimes difficult to find a specific metric as our metrics are distributed. Maybe it is better to store one place. Storing all metrics to UMA is more consistent with other Chrome components.

Why do we use analytics at all? Was it introduced because UMA was not enough? Or is it good because it automatically collects certain metrics? This is causing issue 842880 , although it's not the root cause.

From fukino@: * When Picasa team integrated their photo import function to Files app, they introduced Google Analytics to expect more flexibility and functions. At that time, using Analytics consistently was our option. * However, CloudImport has been the only module which uses Analytics for log time. We decided not to use Analytics for new metrics and use UMA consistently. * It definitely makes sense to me to remove Analytics by using UMA for CloudImport function too.

Moving this to M70, as we have enough work for M69 and this will not happen in time. Making a separate bug for removing Google Analytics, which we can also do in M70.
