link from another app is not opened if history is opened

Open Chrome, then open history, or any other modal dialog.

Now switch to another app, e.g. Hangout, and click a web link.

Expected: link opens in Chrome.

Observed: Chrome is open, history animated out. link is not opened.

Note: if I hit home and then reopen Chrome, the link is opened.

pmadalla: Please verify if Issue 637254 is the same as this. If so, please de-dupe and apply M-54/RBS to the merged crbug. I think Issue 637254 is the one to keep because it has a more detailed description and a video.

Verified the issue on the build version 55.0.2866.0 canary and 55.0.2867.0 canary tested on iPhone(10.0.1) and iPad(9.3.5).

Links are opened on sending a webpage from safari to chrome on history popup or any other popups works fine.

Webpages open when history/settings screen is in foreground in Chrome. Retested with the steps in #0.
Verified on iPhone 6s(9.3.5), iPad Mini(10.1) in 54.0.2840.42 beta
