Unable to publicly +1

Issue description

Mode: force_next
Version: 55.0.2858.0
Reproduction Steps: 
1. Enable CVox Next.
2. http://www.howtogeek.com/210047/how-to-manage-the-crouton-linux-system-on-your-chromebook/
3. Publicly +1 button>>tab to select circles and submit.
Expected: Once I press +1, I hear a message that I am able to comment. At this point, I should be able to write a comment, and tab to the submit button or whatever it is called.
Actual: It does not appear that CVox focus goes to that spot... when pressing tab, I am directed to the next link on the page I was on. If I try to navigate with CVox next object commands, the same thing happens. And when I try to type in the comment box, I am unable to navigate the text of the comment... I am not sure if I am typing anything at all actually. Focus ought to be placed on dialogs of this nature as soon as they are activated... it would be nice if, at that point, focus would remain in that dialog until a user wishes to exit.

THe first time I tried search+b to navigate to +1 button > search+spacebar to +1 > focus landed on comment editbox. 

However, subsequent  attempts didn't +1 or focus comment editbox.
