What steps will reproduce the problem?
(1) Go to m.facebook.com
(2) (optional) login, I didn't try logged out
(3) Go to hotdog menu and do "add to homescreen".

What is the expected output?

Facebook icon appears on homescreen.

What do you see instead?

No new icon.

This worked before, the last time I set up a new device, so marking as a regression.
