Chromevox: Cvox bar and orange highlight broken in locked screen

Version: 54.0.2840.15 
OS: chrome , samus device

What steps will reproduce the problem?

(1)Login to chromebook
(2)Lock the machine from status tray
(3)Enable chromevox

What is the expected output?

Chromevox should function normally

What do you see instead?

The cvox bar on the top of the screen is in white color and the orange highlight is not screen on screen when we tab through the screen

Reload ChromeVox panel when reloading ChromeVox into a new profile.

The ChromeVox panel needs to be reloaded when we load ChromeVox into a
new profile.

BUG= 645142 , 646636 
TESTED=enable ChromeVox on login screen, then sign in and test that panel still works, then switch to lock screen and back to login screen
