Sheriff-o-Matic NG not showing any failure alerts

This happened lest week before, and it looks like the same problem might be happening again? Right now, if I visit every tree on Sheriff-o-Matic-staging, I see Julie jumping. 

The old Sheriff-o-Matic serves alerts.

same cause. hinoka@ is rolling it back, IIUC.

We should set up alerts for these metrics soon (alert counts go to zero, failures on Iteration Status go above zero): https://viceroy.corp.google.com/chrome_infra/Services/alerts_dispatcher
