Delete tab state when user closes a CCT

Issue description

With the addition of tab persistence of CCTs ( crbug.com/606513 ), we should prodactively delete the tab state when we get a clear signal from the user that they will not be revisiting the tab.  The two signals include the X button in the upper left, and android back on the initial navigation.
