When restoring Custom Tabs, we should better handle the case where the tab state is unavailable or corrupted by loading the last URL they were on.

General idea, save the last URL in the saved instance state of the activity.  If you fail to restore the tab state (files were deleted, saved in a corrupted state, etc...), use that instead of the original URL.
