Show ⓘ for HTTP on Android phones behind a flag

Issue description

Please implement (i) in Omnibox for all HTTP sites on Android phone behind a flag.

We have a CL out to add this flag: https://codereview.chromium.org/2337103002/

This flag indicates "HTTP Bad", which is a staged rollout of marking HTTP sites as non-secure in Chrome. For more information on HTTP bad please ask emilyschechter@

Security UI will compute the logic behind this flag. The logic will be shared across platform. This plan has been OKed by ui review.

Android Phone only. Not relevant for tablet. For tablets, we should *always* show the (i) on HTTP sites. This is current behavior.

there's no UI work needed here, it's already done. we just need to add the logic to show it, which has a separate bug
