Implement DDOS mitigation headers in the component updater

Introduce three new headers in the HTTP request that DOS can react to in order to not stomp on install traffic; or to accept traffic from update agents that are not DOSing us:
X-GoogleUpdate-Interactivity
X-GoogleUpdate-AppId
X-GoogleUpdate-Updater
