app "Files" has no tab for "My Drive" in this version

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.103 Safari/537.36
Platform: 8530.81.0 (Official Build) stable-channel leon

Steps to reproduce the problem:
1. Go to apps launcher on chromebook
2. Pull up "Files" app
3. Only shows "Downloads" and "Add services" 

What is the expected behavior?
Should have a "My Drive" tab. 

What went wrong?
Older versions of chrome OS have this tab no problem. As soon as I updated, tab was gone. 

Did this work before? Yes Version 52

Hi cassmac@,

This might be caused by temporary network/authentication error.
If this issue still reproduces, could you try logout/login?
If it doesn't solve the issue, could you open chrome://drive-internals in Chrome browser and see if there are errors in Event Log?

I have signed in multiple times of many days and it never changes. Some background info that may help. I am teacher and I deal with a class set of chromebooks every day. My teacher chromebook is a Toshiba and the class chromebooks are ASUS (not the flip, I know the new version isn't stable on those yet). This problem occurs no matter which one I'm on. These are managed accounts from the school district, however, like I said before it worked fine prior to the update and the district didn't change anything. I don't know if the managed accounts thing makes a difference or not. I also did not see an error in the event log but here it is:

P.S. I manually updated, so it wasn't pushed out to me by the district, that's how I know they didn't change anything. It literally worked right before I updated and then not after. 
Just wondering if there was any update on this. Still having the problem and it's making my life very difficult. Thanks.
We couldn't reproduce the issue yet.
The Drive folder can be disabled by enterprise policy or "Disconnect Google Drive account" under chrome://settings.
However, it looks it is not the case. If the Drive is disabled, you will see nothing in chrome://drive-internals.

Does anyone who is managed by the same organization have the same issue? Is it working properly for others?
Yes, others have this problem. The other teachers as well as many (If not all, but I obviously haven't checked every student) of the students. I have attached a screenshot of what I see in my "files" app. I also checked my other brand of chromebooks. It looks like roughly the same version info:

Just on a side note, it really seems like a sync issue of some kind, but every sync setting I can find is set properly. My tech guys have looked for hours and can't find a setting that affects this either. Like I said, worked one minute, did manual update, then it didn't work. Is there some way to see if there was some sync setting that was changed with the chrome version update?

Hi there,

It seems disabling the "DeviceEphemeralUsersEnabled" parameter in the Google Chrome management console resolve the issue.

You can see the current value of the parameter on your chromebook at the following URL: chrome://policy/

The Drive should work properly even on DeviceEphemeralUsersEnabled is enabled, but the option seems to be a necessary condition to reproduce this issue.
I'll look into this issue with DeviceEphemeralUsersEnabled.
