CrOS needs Vulkan/KMS demo in platform/drm-tests

(Subtask for enabling Vulkan on CrOS).

Until there exists a Vulkan/KMS demo on CrOS, there's no proof that Vulkan works.

I'm focusing my efforts on sentry, an Intel Skylake board.

vk_glow: Add a Vulkan demo

This demo renders a pulsating glow using Vulkan and page-flipping.

drm-tests: CFLAGS += ${API}_${API}EXT_PROTOTYPES

Globally set macros EGL_EGLEXT_PROTOTYPES and GL_GLEXT_PROTOTYPES in
CFLAGS. Without this, the build fails against vanilla
mesa master 0ad84b43.
