"Enable add person in profile manager" Group Policy setting doesn't work

Reported by andrewim...@gmail.com, Sep 13 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. Set "Enable add person in profile manager" to "Disabled" in Group Policy
2. Open Chrome browser and browse to Settings -> People
3. "Let anyone add a person to Chome" checkbox is unchecked
4. "Add Person..." button is enabled.
5. Click on "Add Person..." button.
6. "Add Person" dialog appears and user can complete steps to add a new user profile in Chrome.

What is the expected behavior?
"Add Person..." button should be disabled and users should not be able to add a new user profile to Chrome.

What went wrong?
Users are still able to add new users to Chrome even though Group Policy setting has it set to disabled.

Did this work before? N/A

Chrome version: 53.0.2785.101 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

We need to be able to prevent users from creating or adding profiles to Chrome.

I can repro this with M53, but the policy seems to work correctly with M62 (screenshots attached).
