"Enable Network Prediction" appears twice in Group Policy settings

Reported by andrewim...@gmail.com, Sep 13 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. View Group Policy for Chrome (Computer Configuration -> Policies - Administrative Templates - Google Chrome)
2. Under this branch, "Enable Network Prediction" is listed twice

What is the expected behavior?
There should only be one Group Policy setting for this. It appears that the settings are almost identical.

What went wrong?
It's confusing to administrators to have that listed twice.

Did this work before? N/A

Chrome version: 53.0.2785.101 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Attached is a screenshot showing the two settings side-by-side.
