Add UC Browser entry to DevTools User Agent override

Project Member Reported by mlamouri@chromium.org, Sep 13 2016

Issue description

I think such features would be very helpful to debug websites that do UA sniffing for UC Browser. It is something that might be needed for EM.

Steps to reproduce:
1. Open devtools
2. Click on "three dots" menu
3. Select "More Tools"
4. Pick "Network conditions"
5. Find "User agent" section
6. Uncheck "Select automatically"
7. Click on the <select>

Expected result: there is a section with UC Browser user agents
Actual result: UC browser UA has to be entered manually
