Chrome does not install or run on Windows 10 64bit

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2486.0 Safari/537.36 Edge/13.10586

Steps to reproduce the problem:
1. Install Chrome 64bit for Windows 10 (the install starts but does not complete)
2. If Chrome is installed it does not execute
3. 

What is the expected behavior?
Chrome should install and run without any problems

What went wrong?
1. The install did not complete. I waited more than an hour. Normally it takes 10 minutes. Tried also installing ChromeStandaloneSetup64 with the same result. In the Task Manager the Installer being used is the 32 bit version. Is this correct?
2. My existing version of Chrome which worked before no long runs. The process is started in the background but teh browser is not launched.

Did this work before? Yes 10th Sep. 2016

OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Could you please close and unpin all the Chrome browser instances and try un-installation. Make sure you kill all the Chrome processes under Windows task manager. Try to install the latest stable chrome version: 53.0.2785.116 and update here if the issue is still seen.

Here are some other things to check out:
- Check for C:\Windows\Temp\chrome_installer.log and %LOCALAPPDATA%\Temp\chrome_installer.log and attach them.
- If no windows appear when you launch Chrome, try starting it with --disable-gpu. For example:
  "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-gpu

As a user I expect Chrome to function without having to waste time experimenting with settings in Windows. If Chrome works without problems I will use it. If not, I will use the Internet Explorer or Edge from Microsoft.

As a developer, I also want Chrome to function flawlessly. Sometimes there are issues with particular combinations of computer hardware, operating systems, and other software that prevent Chrome from working perfectly for some users. We greatly value the time and effort that our users are willing to donate to help us make Chrome work well everywhere for everyone. If you're willing and able to provide a bit more info, perhaps we can make Chrome more awesome together. Thanks.
