[Non Regression] Scroll bar is seen weird on chrome web store page.

Chrome Version: 55.0.2859.0 (Official Build) 3f63c614e8c4501b1bfa3f608e32a9d12618b0a0-refs/heads/master@{#418117} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5,10.11.4). Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and go to above URL.
2. Now open 'DevTools' window and observe the vertical scroll bar.

Scroll bar is seen weird.
Scroll bar should seen properly.

This is a non regression issue, seen from M-30 series.

Note: 
1. This issue is reproducible for all the app overlay.
2. This is working fine in Firefox browser.
