bluetooth: mac: "Get help" chooser link should open in a tab, not a window

Issue description

Version: 55.0.2859.0	
OS: Mac

What steps will reproduce the problem?
(1) Go to https://googlechrome.github.io/samples/web-bluetooth/read-characteristic-value-changed.html
(2) Click "Read Bluetooth Device's Battery Level" button
(3) Bluetooth chooser opens
(4) Click "Get help" link

What is the expected output?
https://support.google.com/chrome?p=bluetooth should open in a tab (like Chrome OS and Linux)

What do you see instead?
It opens https://support.google.com/chrome?p=bluetooth in a new window.

That's weird. The code says to open in a foreground tab[1] and I can't reproduce, the code link opens in a tab. Do you maybe have a setting set to always open in windows instead of tabs?
I can reproduce on Canary not Stable. I will edit description.

Maybe it's a bug on canary then. I tried with ToT and was not able to repro.
As you can see, it opened a new window in another profile.
I tried with latest chromium build 55.0.2861 from https://download-chromium.appspot.com/?platform=Mac&type=snapshots and I'm able to reproduce it.

Yes. I can also reproduce on those version but not on ToT (as a couple of minutes ago). Let's wait a couple of canary releases and see if it fixes itself.

I'm still able to reproduce issue with Chromium Build Revision 418541 (built 41 minutes ago).

As you can see in the screen recording attached, it works fine with the second window created. I'm not sure what is going on...
