What steps will reproduce the problem?
(1)Launch chrome -> Open any pages to create history
(2)Go to chrome://history -> Now drag any history record into the ’search box’ 
(3)Now Mouse hover on Close Icon, three dot Mneu  and observe for tool tip(Please refer Video)

Expected: 'Clear search' and 'Actions' Tool tips should be seen after dragging History record into search box 
Actual: Instead Tool tips are not seen 

Note: 
Issue is not seen 
1.After clicking the cursor anywhere in the page i.e. able to see Tool tips
2.After clicking the cursor anywhere in the page select the search result from search box  -> Now Mouse hover on Close Icon, three dot Mneu and observe tool tips

This is Non-Regression Issue seen from 50.0.2638.0
