Flash movie not loading

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.16 Safari/537.36

Example URL:
https://www.fungamelinks.com/

Steps to reproduce the problem:
1. Open chrome://settings/content , under plugins - set "Let me choose when to run plug-in content"
2. Open https://www.fungamelinks.com/
3. Right click on Flash content
4. Click "Run this plug-in"

What is the expected behavior?
Flash movie has to load

What went wrong?
Flash movie does not load

Does it occur on multiple sites: Yes

Is it a problem with a plugin? Yes Flash player - PPAPI

Did this work before? Yes 

Does this work in other browsers? Yes 

Chrome version: 54.0.2840.16  Channel: beta
OS Version: 6.3
Flash Version: Shockwave Flash 23.0 r0
 
Clear cache before loading the webpage.

Are you reporting that the games don't work? The main deck loads fine for me.

Most of the games are returning that the games.mochiads.com is not resolving.

Seems Mochi media is dissolved so these are old links:

Looks like it's an div with fallbackcontent (id myGame, in the main page source), which later gets replaced with an swf object. (user.js, via swfobject.embedSWF)

The final page as inspected has a proper object tag, with size declaration.

FWIW, reproed on OSX w/ Chrome 55.0.2853.0 canary (64-bit)

Tentatively marking it as applying to all desktop OS's
This maybe related to https://bugs.chromium.org/p/chromium/issues/detail?id=641028.

What we are finding is that between 53 and 54 - http://pluto.jhuapl.edu/ stopped loading ("Movie not loaded...").

And between 54 and 55 - http://www.adobe.com/software/flash/about/ started to have the same symptoms (this particular url however worked at M54 branch point).

To echo laforge: I think this is related to 641028. At least, I'd like to fix that, then see if this is still a problem.

Probably not a problem caused by PPS Tiny.

Hey Tommy,

Prudhvi was able to bisect the "Movie doesn't load" issue (i.e. when attempting to run from the plugin placeholder) to changes that landed  between 2837 and 2838.

I'd be curious to get your take on the CLs in that range(1).   In general, I don't see anything pop out, but I do see some work related to HBD that changes some plugin blocking behavior(2)(3) that could possibly have an impact.  Either way you'd likely have better insights than me.

THere's also work on the flash component updater.

I've asked Prudhvi for a per-revision bisect (yay new toys!) elsebug ( bug #641028 #c34)

Marking dupe due to waffles repro and verification that reverting offending CL in 641028 also fixes this one. Additionally, the coarse bisect on this bug also contains the offending CL in the other.

By the way karthik.ptec, are you subject to a Group Policy on the Plugins setting?

Can you delete comments with restricted data on the other issue and make it public, since it is currently private?
Unfortunately the other issue is going to be too hard to redact, but I can summarize the findings.

We found a CL that was introduced shortly (3 days) before M54 branched and are working on a resolution.
