Rendering slows down/stutters triggered by using mousewheel in scrollable html content before

Issue description

Chrome Version       : Version 53.0.2785.101 (64-bit) Mac or Debian

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK (WIN/Mac)
    Firefox: OK (WIN/Mac)
         IE: OK (WIN/Mac)
     Chrome: OK (WIN)

What steps will reproduce the problem?
(1) Try to move the timeline left/right (smooth scrolling)
(2) Scroll the HTML content down and up again by mousewheel (not by dragging)
(3) Try to move the timeline left/right (stutters/slows down intense!)

What is the expected result?
smooth dragging of timeline moving.

What happens instead?
dragging stutters/slows down intense!

Please provide any additional information below. Attach a screenshot if
possible.
Stuttering of movable HTML content will be produced, after using Mousewheel in a scrollable HTML content (e.g. selectbox). Even after reload of the url the stuttering reminas! Only if I reopen the url in a new tab or complete reopen the browser will solve problem.

This occurs only for Chrome on a Mac or Debian (maybe other unix OS too). All other browser types and Chrome on Win works fine!

It seems that the issue is solved with version 54.0.2840.87 Final (Mac) - (02.11.2016).
Status: WontFix (was: Unconfirmed)
As per Comment#3, Closing this issue as wontfix. Feel free to log a new bug still you have any issue.
